Strengthening Schools through Cluster and Block Based Support in Maharashtra
Background
TISS is entering into an MoU with UNICEF to undertake a research cum intervention study of Block and Cluster Resource Persons (Kendra Pramukhs- KPs) in Maharashtra. The study shall be conducted in 3 blocks in Chandrapur district of Maharashtra and shall lead to a more effective design of resource persons’ responsibilities and role. This work would be intense and grounded and would go on for at least 2 years.
Work on the project has just been approved by the Maharashtra government and we expect to start preparation of data instruments for the study in October 2014.
People who have an interest in understanding state institutions, role of educational leadership and administration, school improvement and conceptualizing the role of Cluster and Block Resource personnel shall find this work relevant and meaningful. We are preferably looking for people willing to travel and stay in the chosen blocks in Chandrapur District to support the Resource Persons. They would also be travelling to Mumbai/Pune for frequent interactions with updates.

Reports to: Project Co-ordinator
Job purpose: To plan and carry out the study in Maharashtra in accordance with agreed plans. Shall involve visiting institutions in the cluster to collect information about their performance and think through how the RPs could be strengthened using approaches from the indicative guidelines for strengthening sub-district level RPs.

- Assist in formulation of survey and observational data which determines effectiveness of RPs.
- Plan and collect data from schools, Kendra Pramukhs, Block Officers and SCERT to examine their role in school improvement.
- Enter information in a database system/tablet.
- Write rich descriptive visit reports.
- Imagine and propose how the KP could be strengthened to provide much better support to schools.
- Write and edit material for publication and presentation.
Profile:
- Bachelor’s degree – Master’s degree in Education or Social Work is a plus but not required;
- Experience of working with Resource Institutions
- Language Fluency – Marathi, Hindi and English
- Excellent interpersonal and communication skills: the ability to successfully interact with a variety of people on different levels, especially in the government departments
- Strong documentation skills: the ability to maintain logs and successfully write and edit professional documents
- Flexible work attitude – Commitment to the objectives and time lines
- Willingness to read about approaches to school improvement
